Basic definition of fly fishing.

Fly fishing is a way of fishing where the bait, defined further as an artificial fly, is cast into the water by means of a rod consisting of a fly fishing rod, a fly fishing reel, a fly fishing line ending with a fishing line (tippet) on which one to three artificial flies are attached.

There should be no additional equipment or a swimming-supporting object (e.g float) or on the contrary, the descent (load) of the bait.

Artificial fly is a type of fishing lure made of natural or artificial materials bound to a single-hook. It freely imitates insects, including their developmental stages and other animals, or only by their shape, movement and color, irritating the fish to the bite. Any load of artificial fly must be part of its construction on the fly hook.
